Financement de l’État pour l’exercice 2025 : Louis Paul Motaze à la quête des investisseurs.
Le ministre des Finances, Louis Paul Motaze, a lancé le programme de présentation du financement de l’État pour l’exercice 2025 à Douala, le 13 février dernier. Cette rencontre avait pour objectif de présenter le plan financier de l’État pour l’exercice 2025 aux investisseurs.

L’événement s’est déroulé en deux étapes. La première étape consistait en des rencontres B to B entre les autorités financières et les investisseurs, tandis que la deuxième étape était consacrée à la présentation du budget de l’État pour l’exercice 2025. Lors des exposés en matinée, des thématiques telles que la digitalisation et l’incursion financière ont été abordées. La digitalisation a été présentée sous l’angle pédagogique, tandis que l’incursion financière a été abordée comme un défi au niveau pédagogique.
Objectifs et stratégies
En effet, après avoir mobilisé 1 153,93 milliards de FCFA en 2024, le Cameroun s’apprête à lever 1 130 milliards de FCFA sur le marché des titres publics de la banque des États d’Afrique Centrale (BEAC) en 2025. C’est la raison pour laquelle les pouvoirs publics envisagent d’élargir la base d’investisseurs. Selon Moh Sylvester Tangongho, directeur général du Trésor, de la coopération financière et monétaire, « il est impératif de dissocier toutes les forces vives de notre économie, notamment les compagnies d’assurance, les petits épargnants et les populations non bancarisées ».
Mise en œuvre et perspectives
Les discussions ont réuni les acteurs clés, notamment la BEAC, la commission de surveillance du marché financier, ainsi que les représentants d’établissements de crédit de micro finance et d’assurance. L’objectif est d’atteindre 8% du taux de croissance à l’horizon 2030. La digitalisation du processus de souscription des titres publics a été au menu des échanges. Selon le DG du trésor, « le digital n’est plus une option mais une nécessité absolue pour moderniser le marché domestique des capitaux ». Le budget de l’État pour l’année 2025 est de 7 317,7 milliards de FCFA en entrées et en sorties d’argent.
